The Second Mid-term Goals of Productivity Movement (FY2021–FY2023)
"To Reform Japan and Reboot the Productivity Movement-Entering the Implementation Phase"

We, the Japan Productivity Center, with the firm resolve as we had in the past, have been working on establishing the foundation for a new productivity movement since our First Mid-term Goals were set out on April 2018.
Three years on, we are at a turning point, facing problems such as rapid population decline, accelerated digitalization and global warming. Japan urgently needs to develop a vision for sustainable economic growth and to reach a national consensus for its reform, preparing for the post-COVID-19 era. For this, productivity reform is, above all, the most important and overriding issue to rebuild our economic society.
Thus, we have positioned the period from FY 2021 to FY 2023 as years to implement reform. In accordance with the three principles of the productivity movement--(1) maintaining and expanding employment, (2) fostering labor-management cooperation and consultation, and (3) ensuring fair distribution of growth--we will carry out the following activities, supported by the trust and cooperation between labor and management, and shall overcome the COVID-19 crisis.
1. Activities as the hub platform for productivity
- Based on the 1st "White Paper on Productivity" issued in 2020, we will build the foundation for the discussion on productivity reform, raise public opinion, and promote consensus-building, working with people at all levels, in all fields.
- Through the activities of the Standing Committee on Productivity, we will further deepen discussion on the issues of productivity and generate policy recommendations.
- We aim to improve productivity analysis and research capabilities to contribute to the relevant governmental policies and to strengthen business management. We also aim to enable immediate response to the changes of time by developing new indicators to measure productivity in the digital era.
2. Promotion of consensus building activities for the reform of socio-economic system of Japan
- We will launch a new conference body for the Reiwa Era to address the issues, including those of governance structure, fiscal reconstruction, the social security system and the national land concept that have not been resolved in the Heisei Era, and work on consensus-building for the reform.
- We will promote and support workstyle reforms and career development as well as the expansion of sound labor-management relations to establish a favorable environment for everyone to demonstrate their abilities and fostering willingness to work, thus allowing all to remain active throughout their lifetime.
- Providing ICT solutions, we will work to promote digitalization and improve productivity in the medical insurance sector in Japan while supporting corporate health management and organizational activation.
3. Re-formulation of Japan's human resource strategies and cultivation of core human resources
- We will cultivate core human resources capable of acting globally and implementing management innovation, and create a new platform for business leaders to interact and disseminate their vision.
- To realize customer value management, we will assist enterprises to make their corporate structure competitive through the management quality activities and nurture human resources to realize management innovation in businesses and organizations.
- Through the activities of the Japan Akademeia, we will develop core human resources for Japan's future, and foster college and university students to become the next generation leaders.
4. Productivity reform focusing on increasing added value and creating of a virtuous cycle of growth and distribution
- We will disseminate and promote innovative and outstanding services to support management innovation in the service industry through the Nihon Service Award organized by the Service Productivity & Innovation for Growth (SPRING).
- To raise the level of the Japanese economy, we will provide SMEs with management consulting to improve productivity, and work to nurture human resources that contribute to regional management and local revitalization.
- Through the activities of the Innovation Conference, we will discuss and study the organizational structures and human resources enabling sustainable innovation, and disseminate the findings.
5. Enhancement of global alliances
- We will expand dialogue and interaction among business leaders in Japan, the U.S., and Europe, and carry out full-scale research on productivity. Moreover, we will gradually build an alliance network with the business leaders in Asian countries.
- Putting the Japan Akademeia into the pivotal role, we will discuss global governance in the post-COVID 19 era with think tanks and intellectuals worldwide and communicate our view.
- To support countries in Asia and Africa to improve productivity, we will train local human resources and provide consulting to local enterprises, while assisting Japanese enterprises to expand their businesses to these regions.
